HSE vigilant for fall from height hazards

Drivers exposed to fall from height risk
Drivers who worked for a company based in Wigan making animal bedding, were expected to clamber on top of their trailers, (sometimes directly onto the load itself), in order to tamp it down, and fix a tarpaulin or plastic sheet over the top to prevent any loss of product during transit. It meant that the drivers were working 4 metres above ground level, and the ground on which they were working was a concrete yard.
No safe working system in place
The problems discovered were threefold.
- Drivers were not given any training or instructions about working at height
- No supervision was put in place
- No safety measures were installed, and no PPE (fall arrest harnesses, safety helmets etc.) were issued
The company had fitted a loading platform which the drivers could drive up to, but this only gave them limited access to the tops of the trailers, and it did not conform to health and safety standards. Drivers still had to stand on top of their loads.
Company prosecuted by the HSE
The company were prosecuted by the HSE (Health and Safety Execiutive). At the hearing, the company was fined the sum of £8,000 and told to pay an amount of £709 to cover the prosecutor’s costs.
Safety harness system now in installed
Since the fine, the company has now installed safety measures by way of a harness system for fall protection.
